Jakson Green's Odisha Green Ammonia Project Secures EU RFNBO Pre-Certification Ahead of 2029 Start-Up
Jakson Green Gopalpur Private Limited (JGGPL) has secured pre-certification under the CertifHy EU Voluntary Scheme for its renewable hydrogen and green ammonia project in Gopalpur, Odisha, and this is more than a certification milestone on paper. It is an early test of whether an Indian green ammonia project can be designed from the start around the rules that will determine access to one of the world's most demanding hydrogen markets.
The project is being prepared to meet the European Union's Renewable Fuels of Non-Biological Origin (RFNBO) requirements ahead of its planned commercial commissioning in 2029. The important word here is pre-certification: the plant is not yet fully certified. That can only happen once it is operating and actual compliance can be audited. What Jakson Green has done is put the project through an early compliance check while design decisions can still be changed without the cost and disruption of fixing them after construction.
Why This Matters?
Selling green hydrogen or green ammonia into Europe is not simply a question of producing it with renewable power. EU rules look closely at where the electricity comes from, whether new renewable capacity is being added, when that electricity is generated, how it is geographically linked to the production facility, and the greenhouse-gas emissions associated with the fuel across the value chain. For an export-oriented project, these details can decide whether the product qualifies as RFNBO at all.
For Indian developers, that changes the project-development playbook. Certification can no longer be something to think about once the electrolyser is installed and the first molecule is ready to ship. It has to influence power procurement, plant design, metering, data systems, emissions accounting and documentation from the beginning. Getting that framework checked early can strengthen discussions with lenders and prospective offtakers because both groups want to know that a project will actually be able to sell into the market it is targeting.
What It Reflects About India's Green Hydrogen Market?
Jakson Green's move also reflects a broader shift in India's green hydrogen sector. The conversation is slowly moving beyond headline capacities and project announcements toward the less visible questions of bankability, traceability and regulatory readiness. India has no shortage of large green hydrogen and green ammonia plans; the harder part is turning those plans into projects that international buyers can contract with confidence and that financiers are willing to fund.
That is where pre-certification becomes useful. CertifHy describes the process as a preparation exercise for full RFNBO certification, intended to identify compliance gaps before commercial production begins. In practical terms, it gives a developer the chance to find out early whether its renewable electricity strategy, emissions calculations, monitoring systems or project documentation could create a problem later. For a capital-intensive project, discovering those issues during design is very different from discovering them after commissioning.
The Opportunity for Indian Projects
If more projects can demonstrate credible alignment with European requirements before they reach final investment and construction, Indian producers could be better placed to compete for long-term green ammonia offtake and emerging international procurement mechanisms. It would also help move the market from broad claims of 'green' production toward products whose renewable credentials can be measured, traced and independently verified.
The Challenges Ahead
The challenge starts after the pre-certification, not before it. A project still has to maintain compliance once it is running, and that means proving the renewable origin and timing of electricity, keeping auditable records, tracking lifecycle greenhouse-gas emissions and adapting to rules that may continue to evolve before the plant starts up. Those requirements can affect project economics as well: the cheapest power arrangement is not automatically the one that satisfies RFNBO rules, and tighter compliance can add complexity to an already expensive green ammonia value chain.
The real significance of Jakson Green's milestone is not that the project has reached the finish line. It is that certification readiness is being treated as part of engineering and commercial strategy years before start-up. If India's green hydrogen ambitions are going to translate into export-scale projects, that is likely to become the norm. Building the plant is one challenge; proving, year after year, that what comes out of it meets the rules of the market it is meant to serve is another.
