11 November 2025 - At the International Conference on Green Hydrogen (ICGH) 2025, GH2 India convened a high-level CEO Roundtable chaired by the Hon’ble Minister for New & Renewable Energy, Shri Pralhad Joshi, with Shri Santosh Kumar Sarangi, Secretary, MNRE. Senior officials from SECI, NGHM and MEA joined top developers and electrolyser manufacturers for a candid, solutions-focused dialogue on accelerating India’s green hydrogen transition.
With 10+ MMT of announced green hydrogen (gh2) capacity and globally competitive price discovery from SECI’s green ammonia auctions, India has established a strong supply base. Industry leaders agreed, however, that demand creation is now the most urgent priority to enable final investment decisions (FIDs) and commissioning timelines.
Key messages from industry
- Create domestic demand signals: Time-bound Hydrogen Purchase Obligations (HPOs) for refineries, fertilisers and steel; publish a CGD blending roadmap with PNGRB/BIS.
- De-risk early projects: Scaling of SECI-led demand aggregation mechanisms and bilateral H2Global-type offtake structures for international markets to bridge the green premium.
- Fix infrastructure bottlenecks: Harmonised STU/wheeling/CSS/AS charges, clarity on RE banking (incl. CTU), and single-window clearances.
- Enable export readiness: Align India’s certification with EU RFNBO, pilot hydrogen port hubs with common-use infrastructure, and build bilateral export corridors.
- Localise and scale manufacturing: Targeted incentives, practical flexibilities (time-bound non-DCR for GH2-dedicated RE), and support for electrolyser and balance-of-plant localisation.
